If you are a new player to ESO, it absolutely is worth it in my opinion, because buying Greymoor gives you the base game (vanilla/OT), Morrowind, Summerset, Elsweyr, and the new chapter Greymoor. Important note: it has to be one of the standard versions, not the upgrade. If you intend to buy greymoor, it might be worth preordering the standard edition, as it comes with Elsweyr included and you will have immediate access to Elsweyr.
Should I buy Elsweyr or wait for Greymoor? So gear, skill points, skyshards, and possibly abilities are in these dlcs/chapters. You always have to buy the newest chapters. You buy the game and get X content, then if you don’t subscribe you have to buy DLC. Well the game certainly isn’t pay to win, but it is more buy to play than it is free to play. Rather than relying on photo-realistic visuals which wouldn’t have aged well, ESO instead adopted a slightly fantastical aesthetic while keeping it mature, making it a joy to look at while playing even today.
